In the Yalkut Shimoni (Vayikra Remez 932), another reason is explained why we do not complete the Hallel on Pesach, because of "Do not rejoice when your enemy falls" (Proverbs 24:17). It can be questioned, then, how did the Israelites sing a song at the Red Sea if it is forbidden to rejoice and celebrate the downfall of enemies?
